Greater Manchester Police said later on Sunday that they had arrested the 19-year-old man and a 25-year-old man earlier on suspicion of terrorism offences.
Local Muslim leaders in Manchester have expressed concern about rising Islamophobic incidents and hate crimes against Muslims following the Manchester terror attack, in which 22 people lost their lives and dozens more were wounded.
Two unarmed police officers remained on guard outside the entrance to Granby House, believed to contain the flat in question, according to an AFP correspondent at the scene.

British police are now holding 12 suspects, including Abedi's older brother Ismail.
In the Libyan capital Tripoli, Abedi's younger brother 20-year-old Hashem and their father, Ramadan, are being held by special forces linked to the country's interior ministry.
On Friday, UK Security Minister Ben Wallace told CNN in Manchester that there are "over 400 investigations now ongoing by the security services and police into terrorist planning or people thinking about terrorist planning".
"Potentially", she said, when asked if some of the network members might be at large.
MI5 are looking at decisions taken in the case of Abedi, who used to be on a terror watch list but was no longer on it at the time of the attack, and whether warnings about his behaviour were ignored amid mounting criticism of the security services.
British-born Salman Abedi returned from Libya before he blew himself up at Manchester Arena on Monday night, May 22, officials confirmed.
"I do think it is right that MI5 take a look at their processes to ensure that they work to the best of the possible limits to make sure that we keep people safe", she told BBC television.
The Home Secretary Amber Rudd said Monday she welcomed the investigation by MI5.
They also have published CCTV images of Abedi on the night of the attack, which show him wearing a hat, glasses, and a dark top.
"I'll be returning to the incredibly courageous city of Manchester to spend time with my fans and to have a benefit concert in honour of and to raise money for the victims and their families".
Rudd said Sunday that intelligence agencies were monitoring 3,000 suspected extremists and had a wider pool of 20,000 people of interest.
She said she plans to return to the "incredibly brave" city for a concert "in honour of and to raise funds for the victims and their families".
Eleven other men, aged between 18 and 44, are in custody.
