Two people were released after questioning without charge, police said.
British police have arrested a 19-year-old man early this morning in connection with the Manchester bombing investigation after a search at an address in the city's southeast.
The police statement said one of the last places he went to before the attack at the Manchester Arena venue was a city center flat, where they believe he may have finished assembling the device.
Officers are searching the plant in connection with the Manchester bomb attack that killing 22 people last week.
In a statement released through Greater Manchester Police, her family said the teenager's life had been cut short by "evil, evil men prepared to ruin lives and destroy families".
She said the government had "never understated" the threat of a terror attack in the United Kingdom, adding: "We have to level with people".
The attack, Britain's worst in more than a decade, was carried out by British-born extremist Salman Abedi, who detonated a powerful bomb at the exit of a concert by USA singer Ariana Grande.
Ms Rudd said "potentially" other members of Abedi's group could still be free and "we can't be entirely sure that it is closed".
