After being sworn in on Saturday, Rouhani will have two weeks to present his cabinet to the parliament for a vote of confidence.
Rouhani had a landslide victory in May this year.
Amnesty is calling on the European Union to speak out in the strongest terms against the persecution of human rights defenders in the country and insists, "the European Union, must not stay silent over the outrageous treatment of human rights defenders in Iran".
President Trump campaigned on tearing up a 2015 deal, which the Obama administration and five other super powers reached with Iran to end a nuclear programme in return for lifting economic sanctions. Khamenei again called for economic self-sufficiency and a "resistance economy", a stance arising from his repeated criticism of the halting pace of economic recovery since most worldwide sanctions on Iran were lifted early past year.
Rouhani, said the nuclear deal has been a sign of "good faith" by Iran and that it brought the nation respite from U.N. sanctions.
Speaking following his swearing-in ceremony, Rouhani criticized the United States for threatening the implementation of the nuclear deal.
"We believe that the nuclear deal has been violated and we will react appropriately", deputy foreign minister Abbas Araghchi said on state television.
Praising the presence of senior European dignitaries at the ceremony, Mr. Rouhani said it showed Europe was determined to expand ties with Tehran.
Britain, France and Germany - who signed the deal alongside Russia, China and the United States - remain firm backers of the agreement and are eagerly seeking to rebuild trade ties with Iran despite logistical problems caused by U.S. sanctions.
Eight presidents, 19 parliament speakers, nine vice presidents and prime ministers, seven parliament vice-speakers, 11 foreign ministers and 35 special envoys from different countries will reportedly attend the ceremony.
The Iranian president called for friendly relations with the regional countries and its neighbors which he said are prerequisites for establishing peace and security.
Rouhani said that his main concern for the next four years would be to improve the economy of the country to promote social justice and eliminate poverty.
"The enemy's hostility has made us more resistant", he said.
