The UK and France are the two European permanent members of the UN Security Council and the only European countries with an independent nuclear deterrent, the paper will say, while UK proscriptions and asset freezes are the basis of numerous EU sanctions on terrorist organisations.
The document sets out how "open markets and customs arrangements that are as frictionless as possible" are vital for the United Kingdom to contribute to ensuring Europe has "the best war-fighting capacity".
"What we are doing - and everybody has asked for this - is to set out how we see the new partnership the day after Brexit".
"We recognize that to plan effectively, scheme participants will want an early understanding of the terms of the future UK-EU partnership and how it might affect the ETS".
The delay is being discussed a week after the European Parliament's Guy Verhofstadt said May was preparing to make an "important intervention" that might mean the talks need to be rescheduled.
'The UK will continue to use its worldwide development budget through its worldwide development partnerships, to advance global development impact or to tackle specific country problems'. Ministers could also consider whether to contribute to specific projects.
A Government spokesman said: "The UK and the European Commission have today jointly agreed to start the fourth round of negotiations on September 25". He claimed Britain had made funding promises it must now fulfil.
The Government is also offering to agree joint foreign policy positions with Brussels, including co-operating on global sanctions against states or terrorist organisations.
She may explain to impatient Brexit supporters that Britain may remain inside some European Union structures - and pay Brussels for the privilege - for some years to avoid a "cliff-edge" disruption to trade and business.
However, delaying the Brussels talks may make it easier for the prime minister to get her message over without distraction.
It's in our mutual interest to work closely with the European Union and its member states to challenge terrorism and extremism, illegal migration, cyber-crime, and conventional state-based military aggression.
