The decision to lower the threat rating from its highest level was made by the country's Joint Terrorism Analysis Centre in light of the arrests made in the Manchester attack investigation, May said.
Investigators gave details of Abedi's last hours as they released photographs from security cameras showing the bespectacled suicide bomber in trainers, jeans, black sleeves, a black cap and a black puffer waistcoat, over which the straps of his backpack can be seen.
"In the past five days, we have gathered significant information about Abedi, his associates, his finances, the places he had been, how the device was built and the wider conspiracy", they said in a statement.
"It is surprising, because these people are just under your nose and you don't know it", said Harpreet Lota, a Manchester resident walking past the building.
The huge police operation that followed saw raids in several cities as counter-terror efforts were focused on cornering his suspected criminal ring.
A third of those killed in Monday's bombing were children, and another 116 people were injured.
Britain's interior minister says the hunt is still on for suspects in the Manchester bombing, and members of attacker Salman Abedi's network may still be at large. In addition, Abedi's father and younger brother were detained in Libya.
They also have published CCTV images of Abedi on the night of the attack, which show him wearing a hat, glasses, and a dark top.
Police say that 1,000 people are working on the investigation, trying to track down Abedi's accomplices and piece together his movements in the days before he detonated a bomb at an Ariana Grande concert.
Greater Manchester Police said a 25-year-old man was arrested in the city on suspicion of terrorist offenses.
Manchester-born Abedi likely received some ISIS training in Syria in the months before the attack, according to information gathered in the preliminary investigation, a U.S. official told CNN on Thursday. Mohammed El-Hudarey, a friend of the landlord, said after Abedi moved out about six weeks ago there was a strong smell of chemicals and debris including metal rods and cut-up fabric.
Armed police were on the streets outside London's Wembley Stadium, and security guards conducted extra bag checks, as 90,000 fans arrived for the FA Cup soccer final between Chelsea and Arsenal, one of the biggest sporting events of the year.
"What we are doing is challenging the people who are delivering end-to-end encryption to work with us so that we have a way of keeping people safe", she said.
Manchester is slowly returning to normal, though dozens of people remain hospitalized and the damaged arena and adjacent Victoria train station remain closed.
Former U.S. President Barack Obama offered his condolences to the victims and support for those wounded in the Manchester bombing during a meeting Saturday with Prince Harry at London's Kensington Palace. More than 20 people were killed in an explosion following a Ariana Grande concert at the Manchester Arena.
"Until the operation is complete, we can't be entirely sure that it is closed". We won't let this divide us.
