Didier Deschamps' star-studded side headed into Sunday's qualifier on the back of Thursday's 4-0 mauling of Holland, but were held to a shock goalless draw in Toulouse by the minnows placed 126 below them in the Federation Internationale de Football Association world rankings.
"It is infuriating to have so many chances and not score", he said.
Griezmann smacked a 30-yard free-kick off the bar five minutes before half-time while Paul Pogba saw a header rebound off the frame of the goal late on.
And after the referee brought an end to what was an agonising final few minutes for Luxembourg, Holtz was seen jubilantly celebrating along with staff and players.
Koscienly was outpaced by Gerson Rodrigues who was a substitute in the 80th minute but his shot strike an upright.
Luxembourg's point was just their fifth of the campaign, but it proved enough to lift them above Belarus and off the foot of the group.
Despite the draw, France remain top of qualifying Group A, though they must now win fixtures against Bulgaria and Belarus to secure their place at World Cup 2018.
"I am of a positive nature but, when things are going well, like against Holland, I do not go into euphoria either".
However, Atlético Madrid striker Antoine Griezmann expressed his admiration for the European qualifying minnows. "The last two games will be decisive. We will get back to work in our clubs and come back to qualify in the last two games".
"For me their performance was incredible to see because they reminded me a little bit of Atletico, my club", Griezmann told Canal+ France. "We are in a better situation than we were in June, although we are disappointed tonight".
