The unexpected explosion at the Parsons Green Underground station in the southwest of the capital, London, occurred yesterday inside a packed rush-hour commuter train with twenty-nine people thus far treated in hospitals, mostly for burns, following the attack.
Deputy Assistant Police Commissioner Neil Basu says that it's a "significant arrest".
"This arrest will lead to more activity from our officer", he said.
Dover, which lies about 80 miles southeast of London, is a port town with regular ferry services to France.

In 2005, 52 people were killed when four British Islamists carried out suicide bomb attacks on three London underground trains and a bus, and this year Britain has suffered four attacks that killed a total of 36 people.
Depite the progress, the police said their investigation was continuing and the UK's terror threat remains at the highest level of critical, after being lifted following the attack. British authorities have classed the incident as a terrorist attack.
In a pre-recorded television statement, May said military personnel would replace police officers "on guard duties at certain protected sites which are not accessible to the public".
"Our thoughts and prayers are with the victims of the blast as we wish them a speedy recovery", he said.

Another woman's described the crush to escape: "I went down the stairs and after a while people were just piling on top of each other, because people were just trying to run so quickly".
Mr Rowley said detectives were only aware of one device and refused to be drawn on details of the suspects because of the "covert" nature of the operation.
