Militant group Islamic State of Iraq and Syria (ISIS) released a video on Friday warning Saudi Arabia of "striking them in their homes".
Intelligence Minister Mahmoud Alavi has said Iran identified several jihadists, where they meet and where they hide.
They have also undermined Tehran's belief that by backing offensives against Daesh across the Middle East, it can keep the militant group away from Iran.
At least 41 IS suspects have been arrested since the attacks, according to Alavi, who said Iran has dismantled suspected militant cells with increasing frequency in recent months.
"Iranian people reject such USA claims of friendship", Zarif tweeted. Fifty people were wounded.
As Iran grappled with a rising death toll following the IS-affiliated terrorist attacks on its own soil, both its political class and citizenry have to deal with more than just a lack of sympathy from the American legislature.
Iran's Supreme Leader Ayatollah Ali Khamenei, in a message read at the funeral, said the raids would increase hatred for Saudi Arabia, the region's main Sunni power, and America.
Such acts will inevitably result in "more hatred" toward the US government and its stooges such as the Saudi regime, the Leader remarked.

The imposition of such sanctions "demonstrates their alignment with terrorists in the region", said the speaker, a moderate conservative.
After prayers, a procession will leave Tehran University for the Behesht-e-Zahra cemetery, near the Khomeini mausoleum 13 kilometres (eight miles) south of the Iranian capital. It was unclear when the five men returned to Iran ahead of Wednesday's attacks. Two of the attackers eventually detonated explosive vests themselves, while the others were shot dead by security forces.
Multiple attackers used suicide bombs and rifles to kill more than a dozen people and wounding even more before all five were killed.
From a publicity standpoint, the attacks in Britain and Iran are a lift to the Islamic State as it loses ground steadily in Syria, Iraq and Libya.
