In a live televised statement from Downing Street, the Prime Minister said the terror threat level would be increased to "critical", meaning an attack was expected imminently as it was possible a "wider group of individuals" could have been involved in the Manchester Arena attack rather than just suicide bomber Salman Abedi.
He told BFMTV that British intelligence services had informed their French counterparts that 22-year-old Salman Abedi, who was of Libyan origin, "grew up in Britain and then suddenly, after a trip to Libya and then likely to Syria, became radicalized and made a decision to carry out this attack".
But she said "part of that trust is knowing that intelligence can be shared confidently".
"In a statement released after Trump arrived at the North Atlantic Treaty Organisation military alliance, the president said he would seek an official review to stop leaks that he said posed a serious security threat".
"This means that their assessment is not only that an attack remains highly likely, but that a further attack may be imminent".
No one has yet been charged in the case and police have not identified the suspects.
At Manchester's Didsbury Mosque, where the Abedi family worshipped, authorities condemned the bombing and denied reports that Abedi had worked there.
Britain also has a national election coming up on June 8.

Meanwhile, eight of the 22 victims of the attack are known to be eight-year-old Saffie Roussos, Lisa Lees, 50- year-old Jane Tweddle-Taylor, 29-year-old Martyn Hett, 15- year-old Olivia Campbell, 32-year-old Kelly Brewster, 28- year-old John Atkinson, and 18-year-old Georgina Callander.
Families were separated, with dozens of young people taken to nearby hotels overnight, and some parents were still desperately searching for their children on Tuesday.
Foreign Minister Witold Waszczykowski told a Polish radio station: "The parents came after the concert to collect their daughters and unfortunately we have information that they are dead. That is why the terrorists will never win and we will prevail". Police arrested three people in South Manchester on Wednesday, bringing the total number of arrests related to the attack to four.
