The father of both young men, Ramadan Abedi, 51, was detained on Wednesday shortly after telling The Associated Press in a phone interview from Tripoli that his son Salman, who British officials said died in the Manchester attack, was innocent and had been planning a religious pilgrimage to Mecca.
ISIS, now being driven from territories in Syria and Iraq by Western-backed armed forces, claimed responsibility for the Manchester attack, but there appeared to be contradictions in its account of the operation.
Salman Abedi, 22, was born in Britain to Libyan parents.
Britain's Home Secretary Amber Rudd says the "element of surprise" in the police and security service measures could be compromised by information being released too quickly.
"I think it's very clear that this is a network that we are investigating and it continues at pace and there's extensive investigations going on and activity taking place across Greater Manchester", he said.
Prior to his detention Ramadan Abedi confirmed that British authorities had arrested another son, Ismail, 23, on Tuesday as part of the concert attack probe.
"Historically, and almost philosophically, the US and United Kingdom intel services follow different paths", the official said on condition of anonymity because he wasn't authorized to speak about the investigation.
Rudd earlier told Sky News that she expects the critical threat level to be temporary.

British police and intelligence agencies arrested three more suspects Wednesday in connection with the Manchester suicide bombing and moved quickly to secure key sites across the country, including Buckingham Palace and the British Parliament at Westminster.
"(The goal) is to make our city as hostile an environment as possible for terrorists to plan and operate", said London Police Commander Jane Connors.
British police have reopened information-sharing ties with the USA following a spat over leaked evidence from the Manchester bombing, police chiefs said.

The BBC reported that her husband is critically ill and her two children injured. "We have been following him for more than one month and a half", Bin Salem said.
He is thought to have a younger brother, Hashim Abedi, and a sister Jomana, whose Facebook profile suggests she is from Tripoli and lives in Manchester.
Another arrest was made later in Wigan of a man carrying a suspect package.

The singer was scheduled to perform in two shows at London's O2 Arena on Thursday and Friday, but in a statement obtained by CNNMoney, Grande said she's canceled all shows through June 5.
Detectives are now searching a number of properties across Manchester. Rouse said many of those hospitalized had serious wounds that would require "very long term care and support in terms of their recovery".
Officials said all those hospitalized had been identified.
