Almost two dozen people were killed and dozens more were hurt Monday night in a bombing at the Manchester Arena, which occurred shortly after the singer's concert concluded.

British police have arrested two more men in connection with the Manchester attack, taking the number of people in custody to eight, Greater Manchester police said.

According to photographs from the scene of Monday's attack at the 21,000-capacity Manchester Arena, Abedi's device appeared to be fairly sophisticated.

Singer Ariana Grande has announced she will return to Manchester, England, for a benefit concert following a terror attack at her concert earlier this week.

Police made two arrests yesterday, one in Moss Side and one in Rusholme. The cousins of the bomber are believed to be among those attested.

Authorities have said the 22-year-old bomber, British-born Salman Abedi, was part of a network and had recently returned from Libya, where his parents were born.

A woman arrested on Wednesday in Blackley has been released without any charge, the police said earlier.

Abedi was known to United Kingdom security services, but his risk to the public remained "subject to review", according to reports. Abedi's brother and father were arrested by a militia in that country after the bombing, the militia said.

The apparent shift comes after Britain's National Police Chiefs' Council warned Wednesday that leaks of potential evidence "undermine our investigations" and Rudd said she had made it clear that leaks "should not happen again".

If confirmed, the halt to the sharing investigative details with Britain's most important defence and security ally would underscore the level of anger in Britain at leaks to the United States media of details about the police investigation.
