A third suspect, a local woman, was also arrested Wednesday overnight during an armed raid but was later released without charges.
"This evening we have been carrying out searches at an address in Nuneaton, Warwickshire, and arrested a man", the Greater Manchester Police force said in a statement.
Interior minister Amber Rudd had described the leaks as "irritating" early on Thursday, after details about bomber Salman Abedi, including his name, first appeared in US media, adding that Britain's allies were perfectly clear that it "shouldn't happen again".
After arresting a 23-year-old man on Tuesday, police said they had taken three more men into custody yesterday in south Manchester, the area where Abedi lived.
When arrested he is reported to have told Libyan authorities: "I have ideology with my brother".
"I think it's pretty disgusting", said Scott Lightfoot, a Manchester resident, speaking outside a train station in the city.
United Kingdom police have arrested seven people in the aftermath of the bombing, with Home Secretary Amber Rudd saying Abedi "likely" did not act alone.
Abedi was believed to have traveled to Syria and had "proven" links with ISIS, French Interior Minister Gerard Collomb said Wednesday on BFM television, adding that British and French intelligence have information that Abedi had been to Syria. Ramadan Abedi was interviewed from Libya while in detention, and he denied that his son was a follower of ISIS, who claimed responsibility for the attack on Tuesday. "This is not us".
Manchester police detectives carried out the arrests after executing controlled explosions during ongoing searches in the early hours of Thursday morning.
Among the events taking place this weekend is the Great Manchester Run, where security is expected to be high following the attack in the city earlier this week.
