Manchester suicide bomber Salman Abedi is pictured on the cover of United Kingdom paper The Sun.

Abedi's father brought Salman and his younger brother to Libya from Manchester about a month ago because they were getting in trouble in England, a family friend in Libya told CNN.

Ramadan Abedi was later detained by masked gunmen while recording television interviews, according to ITV News.

Special Deterrent force spokesman Ahmed bin Salem told the Associated Press that Ramadan Abedi, the father of Salman Abedi, was detained in Tripoli on Wednesday. "This is not us".

"Meanwhile, two more victims were named, teenagers Chloe Rutherford and Liam Curry, who their families said were 'inseparable".

The Abedis emigrated to London from Tripoli in the 1990s after Moammar Gadhafi's security authorities issued an arrest warrant for them.

Rudd said up to 3,800 soldiers could be deployed on Britain's streets, taking on guard duties at places like Buckingham Palace and Downing Street to free up police to focus on patrols and investigation.

Speaking Wednesday from the Libyan city of Tripoli, the father of the alleged Manchester bomber denied that his son was linked to militants or to the deadly attack.

"This, in turn, will help establish whether he acted alone, in concert with a small number of other conspirators, or as part of a larger network".

Abedi grew up in a Libyan community known for its strong opposition to Colonel Muammar Gaddafi's regime, The Telegraph said.

Ms Dick, Britain's most senior police officer, condemned the blast in Manchester as "an utterly appalling attack". He said the bomb's construction suggested a "level of sophistication" that might indicate foreign training.

But she said "part of that trust is knowing that intelligence can be shared confidently".

"It is very clear that this is a network we are investigating", Greater Manchester Police Chief Constable Ian Hopkins said. Thirteen victims have so far been identified.

Greater Manchester Police also confirmed that three men have been arrested in south Manchester in connection with the concert bomb attack.

"We don't believe in killing innocents", Abedi said before his arrest.

Paris has grim experience with the type of attack that struck Britain, after multiple Islamic State attackers struck a concert hall, the national stadium and cafes and bars on November 13, 2015, killing 130 people. She also refused to elaborate on reports in Arab media Abedi's father had links to Islamist rebel groups in Libya.

Minister Gerard Collomb said Wednesday on BFM television that British and French intelligence have information that Abedi had been to Syria.

Reuters was unable to independently verify the links to Islamic State or Syria.

The militia, which is aligned with the Libyan government, said that the younger Abedi was allegedly planning a terror attack in Libya when arrested.

In addition, Abedi's wife, Samia al-Tabal, is a close friend of the wife of Abu Anas al-Libi, an al-Qaida veteran who was snatched off the streets of Tripoli in 2013 by US special forces and faced accusations of involvement in the 1998 bombings of two USA embassies in Africa, al-Libi's wife, Um Abdallah, told the AP.

A second brother, Ismail Abedi, 23, was taken into custody in Manchester a day earlier. "He's in Libya and has been for a while".

But with just over two weeks to go until a national election, May's Conservatives and political parties said they would resume campaigning in the coming days. Police have carried out two raids in Manchester.

"He always tells the youngsters, stay away from it. The level of activity is intense and continuing at a fast pace", he said.

They were escorted out of the building as police broke through the door to one of the flats shortly after 12.30pm local time.

According to the The Telegraph, the iman said Abedi, who wore Islamic dress, had shown him "the face of hate" after he gave a warning about Islamic State.
