"The arrest is connected to Monday's attack on the Manchester Arena but this is a fast moving investigation and we are keeping an open mind at this stage", Manchester police said in a statement shared on Twitter.
One man was arrested in the Moss Side area of Manchester in the early hours of Friday morning and detectives searched a property in St Helens.
British Prime Minister Theresa May said "a significant amount of police activity" and several arrests had led to the level being lowered.
Twenty-three people remained in critical care across eight hospitals.
A man arrested on Tuesday was reported by British and USA media to be Abedi's other brother.
He died in Monday's blast at an Ariana Grande concert.
Sources said the family are from Cheshire.
Some news reports indicated that security forces were on the hunt for a second device made by Abedi, which may now be with a member of this network.
Abedi was known to intelligence services because of his radical views, as is quite common with other cases of terror. Those include Abedi's two brothers, Hashim and Ismail, as well as his father, Ramadan Abedi.
In further developments, a barber shop in Manchester was raided with one theory that Abedi may have obtained hydrogen peroxide - a chemical used in the hairdressing industry but which can also be used to construct bombs - from the salon.
Interior minister Amber Rudd said the official threat risk remained at its highest level, "critical", meaning another attack is expected imminently. "I can confirm that he transited through Istanbul Ataturk" airport, the official said asking not to be named. She said she thought he was driven by America's military attacks in the Middle East.
British police have stopped sharing information on the suicide bombing in Manchester with the United States, the BBC reported on Thursday, because of fears that leaks in the US media could hinder a hunt for a possible bomb-maker still at large.
US Secretary of State Rex Tillerson met United Kingdom foreign secretary Boris Johnson in London today and said the US took "full responsibility" for the leaks.
"While we do not usually comment on information-sharing arrangements with worldwide law enforcement organisations, we want to emphasise that, having received fresh assurances, we are now working closely with our key partners around the world including all those in the Five Eyes intelligence alliance", Mr Rowley said.
