The special counsel may also want to interview Josh Raffel, a spokesman for Jared Kushner, and James Burnham, an associate counsel in McGahn's office, the person said.
Both Spicer and Priebus worked closely with Trump when they served in the administration, and Hicks has always been one of the president's most trusted advisers.
The interviews with White House staffers who were aboard Air Force One have not begun, the sources said.
Considering their proximity to Trump during the start of his young presidency, Priebus, Spicer and Hicks were directly or indirectly involved in numerous incidents Mueller is reportedly investigation.
"Out of respect for the special counsel process, the White House doesn't comment on any individual special counsel request", White House special counsel Ty Cobb told CNN.
Yates was dismissed by the president in January for refusing to enforce his travel ban. As part of his investigation, Mueller is reportedly looking into whether Trump fired Comey in an effort to stymie the FBI's investigation into his campaign.
No interviews have been scheduled, however, according to the Post. The answers to Mueller's questions also could illuminate the level of anxiety surrounding the meeting and the decision-making that followed.
On Thursday, Trump Jr. appeared before the Senate Judiciary Committee and told congressional investigators that he agreed to last year's meeting with the Russian attorney promising dirt on Hillary Clinton because he was interested in any information on the Democratic candidate's "fitness, character or qualifications".
