Lina is the mother of 14-year-old fifth grader Reynaldo de Guzman, who failed to return home to their shanty in Cainta after going out for a late night snack on August 17 with an older neighbor, Carl Angelo Arnaiz.
De Guzman's body was found in Gapan, Nueva Ecija Tuesday.
"The fact that the PNP (Philippine National Police) is being investigated, that there are Senate hearings, this indicates that, actually, the whole nation is in the process of rethinking the way we do things", Abella said in a news conference in Malacañang.
Abella noted that the National Bureau of Investigation "has already been ordered to conduct a thorough investigation and case build over the killing of young Reynaldo" but nevertheless added, "we call on authorities to bring the perpetrators of this suspicious crime to justice".
His body bore stab wounds - at least 30 in all, according to initial examination done on the body.
Justice Secretary Vitaliano Aguirre said what is clear for now is that the two were together when they went missing in Cainta, Rizal last August 17.
Radio reports said earlier the child's father, Ed de Guzman, was able to positively identify De Guzman through a mark on his leg and a wart on his knee.
"We're not saying the police have involvement, but there is a possibility that the police are involved because [de guzman] is with Carl when they went missing", Aguirre said.
Members of the Caloocan City police claimed that Arnaiz was killed in a shootout after robbing taxi driver, Tomas Bagcal, along C-3 Road.
