The exercises, created to improve South Korea's defence, are carried out to recognise the treaty between the Republic of Korea and the United States that was signed in 1953.
Chile and North Korea do not maintain embassies in each other's countries.
Mr Treverton said Mr Trump had "painted himself into a corner" after ramping up his threats towards North Korea and that his approach to foreign policy was "really quite erratic".

Trump spoke to Japanese Prime Minister Shinzo Abe late Monday to discuss North Korea. The test was scheduled for any time after August 15. The insinuation was clear, Trump was talking about an air strike on the North.
War appeared possible, if not likely, until China intervened and announced to both sides that it would not take the side of an aggressor.
State Department spokeswoman Heather Nauert said North Korea's decision to hold off was not enough and Pyongyang would have to show it was "intent on denuclearising the Korean peninsula".

It's worth noting that North Korea perennially issues dire threats right before these exercises but doesn't follow through with them. National security adviser H.R. McMaster said, "We're not closer to war than a week ago".
The combination of Trump's hawkish language and the more measured comments from other top US officials is causing confusion. The jingoism was started by the Korean dictator #Kim Jong -Un who boasted of hitting the United States with Nuclear weapons.
For now, the drumbeat of war has been silenced.
The United States and South Korea insist their annual joint exercises are purely defensive, and can not be linked to the North's missile programme, which violates a host of UN resolutions.
