Lisa Murkowski (R-AK) (who Trump attacked earlier this year) wrapped up the Senate's session by locking in nine "pro-forma" sessions - incredibly brief sessions that sometimes only last a few minutes - during their summer break.
The Senate agreed to hold pro forma sessions throughout the recess.
But Trump is hardly the first president to face a congressional roadblock during recess.
It means the Senate will be in session every three days throughout August.
Mr Sessions has faced an onslaught of criticism from the former real estate mogul after recusing himself from the investigation into Russian collusion in the United States elections.
Trump also needs to name a new Department of Homeland Security secretary now that he's tapped John Kelly as his chief of staff.
The move, which must be approved by all Senators, has historically been used to block a President from making recess appointments.
Attorney General Jeff Sessions has recently been the target of some of President Trump's rants.
