The event is the first ceremony in the presidential inauguration process, with Rouhani set to take the final oath of office in Parliament on Saturday.
The ceremony started with speech of Interior Minister Abdolrea Rahmani Fazli. After reading out the decree, Khamenei personally handed it to Rouhani.

"Current century is time for moderation; we have no choice but to respect law and moderately move foreward", Rohani said.
The Supreme Leader also praised the election of Rouhani as a symbol of the strength of Iranian democracy.
Social jusctice and poverty alleviation are among main ideals of the Islamic Establishment, said Rouhani while noting the main axis and achievements of his government, underlining that total reduction of absolute poverty is a major goal for the 12th government. Rouhani vowed to continue his efforts to end the country's isolation as he was sworn in by supreme leader Ayatollah Ali Khamenei to serve his second term following his re-election in May.
Iran paid the price for its independence and will stand against enemy attempts to isolate the nation, he added. "We have no fears about the enemies", said the Supreme Leader, addressing participants of the ceremony for endorsement of the President Hassan Rouhai's second term in Tehran. Tehran has prepared measures that Iran would take against the US action, he added without elaborating, except to say some of the measures will "improve" Iran's armed forces.
