"Our mayor is neglecting his basic responsibility of managing the city", Malliotakis told the New York Post.

Flanagan was gracious in his victory, thanking de Blasio for his "openness" in dealing with the issue and helping the 50,000 students on waiting lists get a seat inside a charter school.

"Unbelievable. Instead of jet-setting around the world, he should be here doing his job", said the Staten Island assemblywoman.

So when the city's mental health system fails, letting a crazed, cop-hating ex-con out on the streets, and a good police officer and mother to three is dead because of it, what does the mayor do?

"The mayor should be embarrassed by the way he has treated the men and women of our police department", she said.

The mayor's overseas jaunt was fodder for his Republican candidate for mayor, Nicole Malliotakis - who tweeted a photo of a bloated de Blasio Photoshopped drinking beer and dressed in lederhosen. "A real leader stays with the city in this time of hardship".

His decision to skip off comes one day after a police officer was murdered in the Bronx, and it also meant he missed a swearing in ceremony for 524 new NYPD recruits in order to catch his flight. His stubborn insistence on charter school concessions in exchange for extending mayoral control brought de Blasio to the bargaining table.

Phillips said the gifts were approved in advance by the city Conflicts of Interest Board, whose general counsel said it was "prohibited by law from disclosing any information regarding advice we provide".

The mayor's press secretary confirmed that de Blasio will leave for Berlin and Hamburg Thursday night to attend events "surrounding the G20". The first-term mayor is running for re-election. The president is set to join a host of world leaders at the annual G-20 summit.
