Investigators were looking into whether or not the three militants who committed a auto and knife attack on London Bridge and in Borough Market Saturday night, killing 7 and injuring dozens, had been supported by anyone else on Monday, and said the identities of the attackers were known to them.
Armed police reacted swiftly, killing the attackers within eight minutes with 50 shots.
Butt, 27, was a British citizen born in Pakistan and married with children, according to police.
The second attacker was named as 30-year-old Rachid Redouane, who police said claimed to be Moroccan and Libyan, and also went by the name Rachid Elkhdar with a different date of birth.
Their names were given as Khuram Butt and Rachid Redouane.
The two killers both lived in Barking, east London, while police are working to identify the third accomplice.
Police said Monday that "a number" of other people have been detained, but no details were provided. Shamsuddin was arrested on terror charges in 2014 on suspicion of encouraging terrorism and being a member of al-Muhajiroun, an extreme radical Islamist organisation that openly supported al-Qaeda, sent men out to fight in Syria and was said to have influenced the murderers of Drummer Lee Rigby.
"At least 7 dead and 48 wounded in terror attack and Mayor of London says there is 'no reason to be alarmed".
The Amaq news agency, which is affiliated with the IS group, said the attacks were carried out by "a detachment of fighters from Islamic State".
The third perpetrator has yet to be identified by the Metropolitan Police.
Melissa McMullan told Sky News on Monday that police said her brother James McMullan's bank card was found on one of the bodies after the attack, which claimed seven victims.
London authorities were in the early phase of responding to reports of attacks on London Bridge and other areas of the city when Trump weighed in on Twitter.
The president notes the attackers used a van to slam into pedestrians and then assaulted people with knives. Police raids are continuing.
London Mayor Sadiq Khan said Monday that the actions of the attackers were perverse and poisonous, adding that they had no place in Islam.
"The police and our partners are doing everything we can across the country to help prevent further attacks and protect the public from harm", Rowley said. Commuters could be seen walking across the partially re-opened London Bridge Monday morning.
A truck plowed into pedestrians on Westminster Bridge in March, and a suicide bomber targeted an Ariana Grande concert in the northern English city of Manchester two weeks ago.
A vigil will be held in central London on Monday evening to remember the victims of the attack.
