While Beijing dislikes the deployment of THAAD anti-missile batteries in South Korea and insists that Washington negotiate with Pyongyang, the United States would rather seek as a pre-condition the end of the Chinese economic support to North Korea (DPRK). Both men are being blacklisted for facilitating North Korea's financial transactions.

Trump met Indian Prime Minister Narendra Modi on Monday at the White House and made a point of noting that the United States, India and Japan would be joining together in naval exercises soon in the Indian Ocean, a point that seemed aimed at China.
"I think this is Trump playing the Taiwan card to put pressure on China to do more on North Korea and maybe also on the trade front", Lam said.
In a separate statement, North Korea condemned the United States for designating North Korea as one of the worst offenders in human trafficking.
With the designation, the Bank of Dandong, considered a marginal Chinese bank, will not be able to access the USA financial system directly or indirectly through third parties.
Traveling to Washington aboard Air Force One, President Moon said North Korea "must at least promise to a nuclear freeze for us to start taking serious measures for its denuclearization".
North Korea has been conducting missile tests even after Donald Trump took office in January and on June 23 Defiant Pyongyang conducted another rocket engine test that can be used for an intercontinental ballistic missile or ICBM capable enough of reaching the USA mainland.
