Police confirmed that more than 20 people were killed in an explosion following a Ariana Grande concert at the venue late Monday evening.

USA officials also leaked Abedi's name to the media earlier this week, before it had been released in the U.K. British Home Secretary Amber Rudd complained that such leaks could cost police "the element of surprise" in their bid to prevent future attacks.

Speaking on Wednesday afternoon, Greater Manchester Chief Constable Ian Hopkins said: "I think it's very clear that this is a network that we are investigating".

May will raise concerns over the leaks when she meets U.S. President Trump at a North Atlantic Treaty Organisation meeting on Thursday, the BBC reported.

Greater Manchester Police condemned the leaks on behalf of the National Counter-Terrorism Policing units in a statement that suggested a severe rupture in trust between Britain and the United States, who have traditionally shared intelligence at the highest levels.

Officials are particularly angry that photos detailing evidence about the bomb were published in the New York Times.

Britain and the USA have traditionally shared intelligence at the highest levels and - together with Canada, Australia and New Zealand - are members of the "Five Eyes" intelligence-sharing alliance.

After Trump defended his decision to discuss intelligence with the Russians during a White House meeting, Prime Minister Theresa May said last week that Britain would continue to share intelligence with the US.

A British official, who spoke to The Associated Press on condition of anonymity, said Manchester police would stop sharing information about their bombing investigation until they received a guarantee there would be no more leaks to the news media.

An eight-year-old, two teenage girls and a 28-year-old man were also identified as among those killed in Monday's attack.

He had recently passed through Germany and Turkey, authorities said Thursday.

"There is damage to major organs, major injuries in terms of limbs and some of these individuals are going to need very long-term care and support", Jon Rouse, chief officer for health and social care services in the Greater Manchester area, told the British broadcaster Sky News.

Abedi had been in Dusseldorf, 300 miles (482.8 km) west of Berlin, Sky said.

British police and security services are also upset that the name of British bomber Salman Abedi was apparently leaked by USA officials and published while police in Britain were withholding the name for operational security.

The meeting between Mrs May and Mr Trump, at a North Atlantic Treaty Organisation summit in Brussels, will take place as British police continue to investigate an alleged "network" linked to Abedi.

Manchester police detectives carried out the arrests after executing controlled explosions during ongoing searches in the early hours of Thursday morning.

"We are furious. This is completely unacceptable", the source said.

Two men were also arrested following a search of an address in the Withington area of Greater Manchester.

Two more men were arrested today by the United Kingdom police after searches in Manchester in connection with a deadly suicide bombing at a pop concert this week, while a woman arrested last night was released without charges.
