On Saturday, Britain lowered its official terrorism threat level from "critical" to "severe" after police said they had dismantled a large part of Abedi's network.
After the most recent spate of arrests, the United Kingdom reduced its terrorism threat level from "critical" to "severe" on Saturday.
"Today we are releasing an image of Salman Abedi taken from CCTV on the night he committed the attack", they said in a statement.
British police said they had arrested a 25-year-old man Sunday and were conducting a search of a house in connection with the suicide bombing that killed 22 people at a Manchester pop concert.
The 22-year-old, of Libyan origin, was born in the northwestern English city.
Officers said they arrested 14 people in Greater Manchester, Warwickshire and Merseyside - but a woman and a 16-year-old boy were later released without charge.
MI5 began an internal investigation to establish whether it missed opportunities to stop Salman Abedi amid claims he was repeatedly reported to authorities as a potential threat, the Guardian reported.
Participants including comedian John Bishop and former England and Manchester United captain Bryan Robson stood on the 10k start line under the banner #RunForManchester, many wearing yellow ribbons in solidarity with the victims of the Manchester Arena attack and their families.
Abedi's identity was known within two hours of Monday's attack, police said.
However, police still need information the public might have about his movements from 18 May when he returned to Britain.
Detectives are questioning 11 men over the attack after a series of raids.
The government is facing criticism after acknowledging that Abedi was on security services' radar, but wasn't a major focus of scrutiny.
"What we are doing is challenging the people who are delivering end-to-end encryption to work with us so that we have a way of keeping people safe", she said.
The attack, which has been claimed by ISIL, targeted young fans at the end of a concert by United States pop star Ariana Grande.
"There will be more arrests, and there will be more searches, but this greater clarity and this progress has led.to the judgment that an attack is no longer imminent".
Information on the attack emerged from intelligence on the Manchester attacker sourced in Libya, where his family is linked to terror groups, and from the interception of Abedi's communications by USA federal agents, according to the Mail on Sunday.
