Police quickly responded to the attack on Avenue Frederic-Estebe, where they overpowered the man, who is well known to authorities, the Express of the United Kingdom reported.
Local media claimed the attacker, a 42-year-old former psychiatric patient, shouted "Allahu Akbar" (God is great) as he punched and kicked members of the public and police who tried to stop him.
"We were chatting and he jumped on us".
Two were taken to Toulouse-Rangueil hospital.
The man, who was not armed, is thought to be suffering from mental issues, police sources told France Info. French police say the alleged perpetrator was released from a psychiatric hospital in April.
Three officers endured light wounds as they cut him down, the UK's Daily Star announced.
The police union SGP praised the "professional and cool" handling of a "delicate" situation. The man continued to scream Allahu Akbar as he was wrestled to the ground before bursting into tears.
A watching trooper shot and truly injured the man.
