The ARF statement expressed "grave concern" over North Korea missile tests, including the tests of what analysts have said are intercontinental ballistic missiles.
He also said he sympathized with the innocent people in the hermit kingdom who are "miserable" under Kim Jong Un's regime.
North Korea's estimated splashdown of the missiles would place them just outside Guam's 12-nautical-mile territorial waters, but well within its 200-nautical-mile Exclusive Economic Zone.
Asked if the administration is considering a preemptive strike, he said, "We don't talk about that".
The president in a short briefing with reporters on Thursday said his already unnerving "fire and fury" comments on North Korea may not have been harsh enough.

One factor that could push up yields back up again is any tightening in monetary conditions in the USA, the world's largest economy.
"We would now be careful with a whiff of risk aversion in the air and, by extension, also stay away from shorts in the rates market", RBC's global macro strategist Peter Schaffrik said.
Likely to follow threat through?
"He has been very threatening, beyond a normal state", the president continued, "and as I said, they will be met with fire, fury, and frankly power, the likes of which this world has never seen before".
A South Korean military official says that there have been no indications that Pyongyang is readying a strike. The flight-to-safety into U.S. Treasuries also abated overnight. A missile fired from North Korea to Guam would probably pass over Japan.
War on the Korean peninsula has "got to be avoided", said Song K. Kim, chairman of the board of the Korean-American Citizens League of New England, which has about 600 members.
Andersen Air Force Base houses a Navy helicopter squadron and Air Force bombers that rotate to Guam from the USA mainland, including the B-2 stealth bomber, B-1 and B-52.
The American military presence on Guam consists of two bases - Andersen Air Force Base in the north and Naval Base Guam in the south - which are home to 7,000 USA troops. "Tensions will probably escalate for the time being, given the confrontational personalities of Kim Jong Un and Trump".
The US has flown bombers from Guam over the Korean peninsula in military drills with Japan and South Korea.
Guam is equipped with the US Army's defence system known as Terminal High Altitude Area Defence (Thaad), which can intercept missiles.
