Ms Turei said she considered resigning but said her work was critical. Being made to give up a position she never had is not a penalty.
She said she chose to tell the story about her past and it has been the subject of intense scrutiny.
"She's very clear there is going to be something different, something new, and those details will roll out in the next couple of days".
She has not spoken to anyone within the Labour party, including Ms Ardern, about her decision to not seek a ministerial position.
Turei outlined that she has been building a movement for compassionate welfare and for ending poverty for more than 20 years and 15 years as a member of parliament.
Fellow co-leader James Shaw says Labour was advised about the press conference. She has defrauded the taxpayer, used that fact to score political points, lied to the Electoral Commission, and misled voters about it.
"By taking this compromise, Jacinda is the first person in New Zealand history to run for Prime Minister saying "fraud is only a little bit wrong".
She says her mother was a flatmate of hers "off and on" for 10 years and paying rent over that time.
Ms Turei said last night that she was the sole provider for her daughter Piupiu when she was on the domestic purposes benefit.
Labour leader Jacinda Ardern told reporters on Friday afternoon her party's relationship with the Greens would not be affected by Ms Turei's revelations.
Her enrolment at an address she did not live at was "a mistake - one of many I, like many other people, made as a young person".
