The sanctions also hit two companies that arranged for North Korean laborers to build statues in foreign countries.
The diagram suggested that the Pukguksong-3 might be created to fly farther and to be launched from protective canisters, which allow missiles to be transported more easily and makes them more hard to locate and destroy in advance.
The same photograph of Kim Jong Un at the Chemical Material Institute shows a diagram for a missile that is likely the "Hwasong-13". Tests of the rockets began on August 24, 2016, when Pyongyang successfully launched the Pukguksong-1. Both missiles are believed to have intermediate ranges.
Kim's recent order followed weeks of tensions between Pyongyang and Washington and coincided with an annual joint drill being carried out by US and South Korean forces on the Korean Peninsula.
However, there was none of the fiery rhetoric of recent weeks, when Kim threatened to fire missiles into the sea near the US Pacific territory of Guam after US President Donald Trump earlier warned North Korea it would face "fire and fury" if it threatened the United States.
Later on Tuesday at a campaign rally in Phoenix, Arizona, Trump said of Kim: "I respect the fact that he is starting to respect us".
"It is unacceptable for individuals and companies in China, Russia, and elsewhere to enable North Korea to generate income used to develop weapons of mass destruction and destabilize the region", he said.
Tillerson, however, noted what he called the restraint the North had shown lately and said on Tuesday he hoped a path could be opening for dialogue some time in the near future.
"And maybe - probably not, but maybe - something positive can come about".
The sanctions against 10 companies and six individuals are created to disrupt the economic ties that have allowed Pyongyang to continue funding its missile and nuclear program despite strict United Nations sanctions prohibiting it.
China has been "earnestly and comprehensively" implementing UN Security Council sanctions on North Korea, and "our efforts are there for all to see", Hua said.
North Korea's Hwasong missiles are liquid fuel-based ballistic projectiles.
