Both of Kentucky's USA senators were in the state Thursday talking about the Senate's replacement bill, the Better Care Reconciliation Act, but it seems as if McConnell, the Senate majority leader, has chose to focus his attention on someone other than Paul as he tries to muster 50 votes for the bill. The Congressional Budget Office is reviewing legislative language sent by Senate Majority Leader Mitch McConnell; the Senate parliamentarian must weigh in on controversial proposals; and GOP leaders still have not forged a bill that can get 50 votes.
"If my side is unable to agree on an adequate replacement, then some kind of action with regard to the private health insurance market must occur", McConnell said. While the current, wide-ranging GOP health care bill has procedural protections against a Democratic Senate filibuster, a subsequent, narrower measure wouldn't and would take 60 votes to pass. "No action is not an alternative".

The Senate bill that was expected to repeal Obamacare as early as next week remains in a holding pattern, while supporters of the legislation continue to look for ways to find consensus among their fellow senators. Sens. Lindsey Graham (R-S.C.) and Shelley Moore Capito (R-W.Va.) both indicated last week that a bipartisan approach would make sense, and several other senators made similar comments. For the Republican caucus, after beating that particular horse for seven years it is painfully obvious it has nothing better to offer - even when McConnell is able to craft a so-called "repeal and replace" nearly totally in secret.

Meanwhile, the longer the Republicans remain consumed by this issue, the likelier voters are to start pinning their many complaints about health care on their party-whether Mr McConnell passes his reform or not.
