"When you see these thugs being thrown into the back of a paddy wagon, you just them them thrown in rough". "We also have to realize that we're dealing with the community". "I said, "Please don't be too nice, '" Trump said to applause, referring to officers shielding prisoners" heads with their hands.
Trump's statement before a crowd of law enforcement officials in Long Island pointed to no specific suspect or alleged crime.
The aim should be "to treat the person you have in custody like they were your family member, a brother or sister", Kelly said.
"I said, 'You can take the hand away, ' OK?" The department "has strict rules & procedures relating to the handling of prisoners", the post said.
"I've met police that are great police that aren't allowed to do their job because they have a pathetic mayor", Trump said at one point.
Roughing up suspects while arresting them "is against our policy", said Officer Johnna Watson of the Oakland Police Department.
"Unchecked police force is not tough". A spokeswoman for the Nassau County Police Department said the department had no plans to send a reminder, while the Suffolk County Police Department did not return messages seeking comment. Prosecutors argued that Gray should not have been arrested in the first place and that he was given a "rough ride" in the back of a police transport.
But not every police officer or department approves of what some call an endorsement of police brutality. The 25-year-old suffered a fatal spine injury while being transported in the van.
Trump's provocations of law enforcement also must be viewed with this in mind: Trump's Department of Justice is charged with enforcing a sweeping consent decree with huge reforms for the city's police department after a federal investigation launched following Gray's death revealed patterns of discriminatory and unconstitutional policing.
Attorney General Jeff Sessions earlier this year directed his lawyers to ask the judge for additional time for the department to review the proposed decree to ensure it aligned with the priorities of the Trump administration on "crime reduction". And a former chief, James Burke, was sentenced in November to 46 months in federal prison for beating up a man who had stolen a duffel bag containing pornography and sex toys out of his vehicle and then for attempting to cover up the assault and other misdeeds.
NYPD joins a growing number of law enforcement agencies, officers and organizations that have denounced the president's remarks on Friday, including the Suffolk County Police Department, which reportedly had over 100 officers who attended Trump's speech.
"By encouraging police to dole out extra pain at will, the president is urging a kind of lawlessness that already imperils the health and lives of people of color at shameful rates", said Jeffery Robinson, the ACLU's deputy legal director.
"Trump didn't tell police to go out & brutalize people as the media would have you believe", the tweet said.
