Police have not released the identity of the third attacker.
The Metropolitan Police say the body was found Tuesday downstream from the bridge.
The Metropolitan Police said they had reviewed security ahead of the vote, putting in place a "specialist and highly flexible operation" which can be deployed as needed.
The trio killed seven and injured 48 in their rampage around London Bridge and Borough Market on Saturday night. Nearly 50 were wounded.
Thomas was walking with his girlfriend Christine Delcros across the bridge when the terrorists struck, the Evening Standard reported.
Police said earlier that witness accounts suggested he might have been thrown into the river.
Counter terrorism officers, backed up by armed colleagues, arrested two men on the street in Ilford, east London, late on Wednesday, while a third was arrested at a house nearby, police said in a statement.
Police also said they had made an overnight raid in east London and arrested a 27-year-old man early Tuesday. He was not charged, but local police monitored him carefully and said they had tipped off Britain when he subsequently moved to London. Police have previously said eight officers who rushed to scene fired about 50 rounds, killing the three attackers.
At least two of the men were known to British intelligence and law-enforcement officials, raising questions about whether anything could have been done to prevent the assault.
One of them, Khuram Shazad Butt, had appeared in a documentary "The Jihadis Next Door" and was known to investigators.
Youssef Zaghba, 22, was the son of an Italian mother and a Moroccan father who had separated, and was registered as an Italian living overseas, said Daniele Ruscigno, mayor of Valsamoggia, near Bologna.
NHS England, the British health authority, said Wednesday that of the dozens of victims hospitalized after the attack, 10 people remain in critical condition.
