The assailants wore fake suicide vests in a bid to increase the sense of panic as they lunged seemingly at random at the crowds gathered around London Bridge and Borough Market, which is full of restaurants and bars.
"We're deeply saddened to hear about last night's horrific attacks in London and our thoughts are with everyone affected", said Greater Manchester Police's Assistant Chief Constable Garry Shewan.
"As ever, in hard and traumatic circumstances, I am extremely proud of and thankful to our police and emergency services who responded so swiftly and those who will work tirelessly as the investigation into this appalling act continues", she said.
The statement said Mr Putin "expressed his confidence that the response to the incident should be the escalating of joint efforts in the fight against the forces of terror around the world".

The national threat level was raised to maximum after the Manchester attack and troops were deployed at key public sites, but reduced to its second highest level last weekend. Several days later it was lowered again to "severe", meaning an attack is highly likely.
Grande, who visited victims of the Manchester attack in the hospital on Friday, found herself confronted with another terror attack.
