Frants Klintsevich, deputy head of the defense committee in Russia's upper house of parliament, said the defense ministry statement does not mean there will be war with the U.S.in Syria, but rather that Moscow will not accept attacks on its Syrian allies.
Sam Heller, a Syria expert at The Century Foundation think-tank, said the regime was provoking confrontations, but neither side appeared to want a major escalation.
"I don't recall this before, where you have USA forces shooting down a Syrian aircraft".
"Any aircraft, including planes and drones of the global coalition, detected in the operation areas west of the Euphrates River by the Russian air forces will be followed by Russian ground-based air defense and air defense aircraft as air targets", the report said.
The Syrian jet was downed in an area southwest of the Euphrates River.

It said several hours earlier, regime forces had attacked the SDF in another town near Tabqa, wounding several and driving the SDF from the town.
Ozerov said Russia would track US -backed jets but not shoot them down unless they took action against a Russian aircraft. Those forces, which are aligned with the U.S.in the campaign against ISIS, warned Syrian government troops to stop their attacks or face retaliation.
The statement describes, "some SDF fighters" have wounded in the regime's attack, but it had not specified further.
"Repeated military actions by USA aircraft against the lawful armed forces of a United Nations member state, under the guise of a 'fight against terrorism, ' are a profound violation of global law and, in fact, military aggression against the Syrian Arab Republic", the Russian Defence Ministry said in a statement.
The coalition has for months backed SDF forces in their bid to capture Raqa, an operation in which the regime has not been involved.
The Syrian army acknowledged that one of its planes had been shot down.
Communications between the two sides also were cut off in April after the US launched 50 Tomahawk cruise missiles at a Syrian air base in response to a suspected chemical weapons attack, although the USA and Russian Federation agreed to resume the hotline last month, according to the BBC.
