Foreign Minister Mevlüt Çavuşoğlu met ambassadors of Saudi Arabia and United Arab Emirates (UAE) and Bahrain's charge d'affaires in Ankara on Monday to discuss the ongoing Qatar row.
Later this week, the Foreign Secretary will hold talks with the foreign ministers of Saudi Arabia, Kuwait and the United Arab Emirates, and urge them to ease tensions and enter mediation.
"I don't want to comment about Trump", Al Baker said in an interview in Doha. "ICAO. should heavily get involved, put their weight behind this to declare this an illegal act".
Any country party to the convention should grant freedoms including "the privilege to fly across its territory without landing", according to the International Civil Aviation Organization, which administers the Chicago convention.
Baker said 18 destinations were now out of bounds for the airline.
The UAE and Bahrain have signed the convention.
"It is actually a travesty of civilised behaviour to close airline offices".
President Donald Trump has endorsed the decision of Gulf nations to ostracize Qatar, even as U.S. Cabinet officials have said it is hurting the campaign against ISIS.
Qatar and container lines have launched new shipping services via Oman in an effort to sidestep a port ban in neighbouring countries and secure a food lifeline after other Gulf states severed ties with Doha last week.
On Sunday Qatar Airways reported a 21.7 percent rise in net profit in its last financial year that ended in March, fueled by a strategy of investment and expansion.
