The anti-terror force that took Hashim into custody in Libya said the teenager had confessed that both him and his brother, Salman, were members of the Islamic State (IS) group and that he "knew all the details" of the Manchester attack plot.

He added, "The cooperation between the United States and the United Kingdom on intelligence matters is crucial for security around the world, so we can't... this can't see both sides pulling away, but that is why the Prime Minister, the government, are right to make this an issue at the summit today, and it's why I have taken a step of speaking out too, and making my concerns known".

"These images leaked from inside the USA system will be distressing for victims, their families and the wider public".

The Manchester suicide bomber who killed 22 people at a pop concert venue packed with children likely did not act alone, a minister has said.

A woman was arrested late Wednesday but was later released without charge.

"This is a very fast moving investigation involving our security services tracking down as rapidly as possible who the accomplices to this terrorist were, as it's unlikely he did this all on his own, and establishing very quickly whether he's part of a network and indeed if further attacks are planned".

His father Ramadan Abedi was also arrested in Libya, while his other brother Ismail Abedi was arrested in the UK.

Greater Manchester Police said earlier two men were arrested overnight in Manchester and in the Withington area in the south of the city.

Greater Manchester Police Chief Constable Ian Hopkins said Thursday that it was "absolutely understandable" that the leaks to US media had caused the victims' families distress, but he would not comment on reports by British outlets suggesting intelligence sharing between the two allies would be reduced to some extent as a result.

Saffie was named after the first of the victims was ID'd as 18-year-old student Georgina Callander. "She just wants to be with her family and loved ones right now".

A total of 64 people are being treated in hospital, including 20 in critical care, medical officials said.

Abedi was born in Manchester in 1994 to parents of Libyan origin, according to U.S. sources citing British contacts.

He attended Burnage Academy for Boys in Manchester between 2009 and 2011, and The Manchester College until 2013.

British officials said Abedi had been on the radar of the intelligence community before the massacre.

Before leaving Burnage Academy, Abedi had become "more and more religious", the man added. "I heard the news that they are suspecting he was the bomber", the elder Abedi said.

"He sounded normal. There was nothing worrying at all until two days ago (when) I heard the news that they suspect he was the bomber", Abedi, a father of six, said.
