On Tuesday, Salman Abedi's older brother, Ismail, was arrested in a Manchester suburb.

US officials say Salman Abedi, 22, is responsible for the explosion at an Ariana Grande concert last night that killed 22 people. British-born Salman Abedi was identified as the suspected suicide bomber responsible.

News of both arrests comes just hours after Ramadan Abedi denied to the Associated Press that his son is linked to the attack which killed 22 people on Monday.

Abedi's father told The Associated Press over the phone that they "don't believe in killing innocents. This is not us".

Threatening more attacks, IS said in a statement published on its social media channels: "One of the caliphate's soldiers placed bombs among the crowds".

Police on Tuesday staged an armed raid on a Manchester address believed to be where Abedi lived, carrying out a controlled explosion to gain entry after arresting a 23-year-old man as part of the investigation. A hunt is underway for the person who made the bomb, police have confirmed.

The minister said she was "not surprised at all" that the Islamic State group had claimed the attack but said there was no information yet to confirm the extremist organization's active direction.

Britain prepared to deploy soldiers at key sites on Wednesday, having raised its terror threat level to maximum after a suicide bomber massacred 22 people at a pop concert in Manchester.

Asked if he was known to the intelligence services, she said: "the security services will know a lot of people, it doesn't mean they are expected to arrest everybody that they know but it is somebody that they had known before and I'm sure when this investigation concludes we'll be able to find out more".
