The son of Libyan parents who immigrated to Britain in the early 1990s, Abedi has been identified by British authorities as the bomber who attacked the Ariana Grande concert Monday night.
Police have arrested 11 people, but two of those were released without charge, police said.
Six suspects have so far been arrested. The Changing of the Guard ceremony at Buckingham Palace, a draw for tourists, was cancelled because it requires support from police officers, which authorities decided was not a good use of resources given the threat level.
The man was arrested in the Moss Side area.
Libyan investigators believe Abedi acted alone when perpetrating the outrage, Special Deterrent Force spokesman Ahmed bin Salem added.
According to several reports in the British media, Abedi was known to United Kingdom security agencies and members of the public, including people of Libyan-origin, had contacted authorities at least five times over his activities and remarks.

The Manchester native said on Twitter he will perform a solo show Tuesday at the 02 Ritz in Manchester. An eyewitness said police shouted at the man to lie on the ground before taking him away.
Abedi's family remained a focus, too, with a brother in England, his father and another brother in Libya among those detained.
United Kingdom security services were said to be furious as their American counterparts apparently released sensitive information, including pictures of the arena crime scene, to the U.S. media. Queen Elizabeth II visited Royal Manchester Children's Hospital, telling 14-year-old Evie Mills and her parents: "It's awful".
Greater Manchester Police Chief Ian Hopkins said Friday there is no place for discrimination and hatred in Manchester and urged people to report any incidents.
Grande, who immediately suspended her tour, said she was inspired by the "compassion, kindness, love strength, and oneness" her fans had shown one another since the deadly attack.
