At least 22 people were killed and 59 others injured when a lone suicide bomber set off a bomb at the Manchester Arena after U.S. pop star Ariana Grande concluded her concert last night.
Ms May said the threat level remained severe, meaning a "a terrorist attack remains highly likely".
London police said extra armed officers would be deployed at this weekend's soccer cup final at Wembley and rugby at Twickenham.
Islamic State, now being driven from territories in Syria and Iraq by Western-backed armed forces, claimed the attack as revenge against "Crusaders".
Runshaw College in Lancashire, about an hour northwest of Manchester, released a statement confirming with "enormous sadness" that the 18-year-old had died.
A 23-year-old man has been arrested in connection to the attack in south Manchester.

A huge fan of Grande and her music, Callender had tweeted at the pop star on Sunday night, prior to her concert. She said the explosions rang out as soon as Grande left the stage "almost like they waited for her to go". People tumbled over guardrails and one another clawing toward an escape.

It has been reported that numerous injured victims are under 16 years old.
Atkinson was confirmed dead by his friends and family following the attack. Twitter and Facebook were filled with appeals for the missing. I've dropped them off to the hospital. According to NBC News, ISIS has claimed responsibility for the attack.
In a telegram, Pope Francis said he is dismayed by the "barbaric" attack in Manchester.
