The hunt is still on for suspects in the Manchester bombing, and members of attacker Salman Abedi's network may still be at large, Britain's interior minister said Sunday.
The operation in the early hours of Saturday morning brings the number of suspects being held in custody to 11.
Two men aged 20 and 22 are arrested following a raid, involving a controlled explosion, at an address in Cheatham Hill, north Manchester.
Assistant Commissioner Rowley sought to reassure people planning to head out to events over the bank holiday weekend.
More than 1,000 armed police are on standby as major spectacles, including the FA Cup Final at Wembley and the Premiership Rugby Final at Twickenham, are expected to draw tens of thousands of people into public spaces on Saturday.
"I wish I could say that Georgina is one of the last to die in this way but unless our government opens its eyes we know we are only another in a long line of parents on a list that continues to grow", the family said in a statement released through Greater Manchester Police.
The number of arrests in the United Kingdom rose to eight on Thursday as police continued to work to uncover a United Kingdom network of extremists working with Abedi.
On Friday, Britain's most senior counter-terrorism officer said police were confident they had made "immense" progress and had apprehended a "large part of the network".

A 16-year-old boy is arrested in Withington, a suburb of south Manchester.
Eight men now remain in United Kingdom custody, but Rowley said that number could increase.
