Government officials said on Saturday they are nearly certain that a man who turned up at the Delhi airport a day earlier and identified himself as a hit man of Pakistan's ISI is not a spy but had cooked up the story to gain asylum in India. He was headed to Nepal and landed at the Indira Gandhi International Airport in New Delhi from Dubai by an Air India flight around 4.45am local time (00.15am BST) on Friday morning from where he was due to catch his next flight to Kathmandu.

The claim sent the security at Terminal 3 into a tizzy, with intelligence agencies being immediately alerted, the report added. Hindustan Times quoted a source stating, "He is basically a bookie". He is under medication for neurological problems as he had an accident seven years back.

Ahmed had a Pakistani passport revealing his address and date of birth. The intelligence also asked the Indian mission in Dubai to check if they could find any additional information about the claims made by him.

Mohammed is in the custody of the IB's counter-espionage group.

Since he has not done any crimes in India nor he surpassed any laws.

The security officials at the airport quickly informed the central intelligence agencies, who took him away to an undisclosed location.

In the present case none of it is applicable, and that leaves the government with two options: either deport him to Dubai, where he came from, or inform the Pakistani high commission in Delhi to give him consular access. He did not want to return to Pakistan or work for the ISI and said he would like to remain in India. Furthermore, recent terrorist attacks on Indian soil from Pakistan and Kulbhushan Jadhav's death sentence has only worsened the ties between the two nations. India denies those charges.
